About Saluura
- 01Saluura is a wellness appraisal framework and delivery service that evaluates and improves how effectively the built environment supports health, wellbeing and quality of life. It translates evidence from public health, urban design, placemaking and wellness research into a practical decision-support tool for neighbourhoods, estates, town centres, mixed-use developments and regeneration projects.

- 06Saluura produces four complementary perspectives on wellness performance: Baseline Score Measures how effectively a place supports wellness today based on existing conditions and evidence. Potential Score Measures the level of wellness performance that could realistically be achieved through future investment, design improvements, management initiatives and other interventions. Co-Design Score An optional score informed by community engagement and lived experience, providing an additional perspective on how people experience a place in practice. Context zone One of Saluura's distinctive features is the assessment of both the core study area and its surrounding 800-metre walkable catchment. This recognises that people's health and wellbeing are influenced not only by what exists within a site boundary, but also by nearby services, green spaces, transport connections, cultural facilities, employment opportunities and community infrastructure that can typically be reached within a ten-minute walk.
- 07Not all factors contribute equally to health and wellbeing outcomes. Saluura applied the Analytic Hierarchy Process (AHP) to weight the wellness criteria and sub-criteria of each Dimension. AHP uses a structured pairwise comparison process and consistency testing to provide a transparent, evidence-based approach to weighting complex wellness factors in each of the Dimensions.
- 08Many existing frameworks focus on individual buildings or specific themes such as sustainability, active travel or workplace wellness. Saluura takes a broader place-based approach. It evaluates complete neighbourhoods, estates, districts and regeneration areas, bringing together environmental, social, health, economic and civic factors within a single integrated framework.

However, people's experiences are shaped by the combined effect of many different factors working together. A place-based wellness appraisal helps organisations understand how the wider environment functions as an integrated system, including public realm, movement networks, green infrastructure, community facilities, local services, environmental quality and economic opportunity. This provides a more holistic understanding of how a place supports health and wellbeing and helps identify the interventions that are likely to deliver the greatest benefit.
- 15Saluura is not simply a scoring exercise. A core objective of the framework is to support better decision-making and practical delivery. Following assessment, Saluura analyses the relationship between baseline performance, potential performance, place characteristics, local opportunities and constraints, stakeholder aspirations and evidence-based good practice. Recommendations are then tailored to the specific place being assessed. Recommendations may include: · Public realm improvements · Walking and cycling enhancements · Green infrastructure initiatives · Community and cultural activation programmes · Environmental improvements · Development design changes · Estate management initiatives · Social value programmes · Long-term investment priorities The aim is to provide clients with a practical route map for improving wellness outcomes rather than simply identifying problems.

A team of built environment professionals considers the unique characteristics of each location, including its physical environment, demographic context, surrounding amenities, accessibility, opportunities, constraints and lived experience of residents and those using the area. A suite of recommendations are then tailored to each place.
